This style brake band is referred to as a "toggle brake" band.  The toggle brake band and brake rod are separate units.  Unlike the early model Cubs which had the rod and brake band made together.

This brake band assembly uses woven brake lining material like the originals to provide excellent stopping performance.

It is usually recommended brake bands be replaced in pairs to provide equal braking performance.
